Our Pre-Start-Up Audit (PSUA) or Pre-Startup-Review (PSUR) is conducted by a PDO Approved TA2 Commissioning Engineer and is a part of the validation process for projects during which the safety and functionality of the process is checked to ensure that all systems should function as intended and potential hazards can be dealt with.  Our process is used in projects related to construction, refurbishment or repair of equipment and facilities designed to process hydrocarbons or hazourdous substances.

Our PSUA process comprises a combined safety and operability audit to ensure that hydrocarbons or other hazardous materials can be safely introduced into a newly constructed or reconstructed plant, asset or facility for the first time.

Furthermore, we use PSUA to assure the owner or operator of a plant, asset or facility that it is capable of starting, controlling and stopping safely, efficiently and without harm to people, the plant or to the environment.

Our PSUA is often preceded by a PSUR prior to the scheduled PSUA in order to evaluate the magnitude of the outstanding work that will need to be completed prior to the start-up.  This also provides feedback to the project team of any items that have been overlooked or may seem to be behind schedule.

The PSUA process is often carried out as a part of an Operations Rediness and Assurance (OR&A) process.

Our PSUA/PSUR covers multiple aspects of the facility as a whole and ensures a safe start-up and working environment. Here is the scope divided into the 3 main factors we consider:

Facility

The PSUA/PSSR aims to confirm that the facility is both safe for and conducive to work. It checks the facility’s electrical safety, ergonomics, control of noise and fire hazards, existing confined spaces, waste management, and environmental management.

Equipment

The PSUA/PSSR checks for procedures such as lockout/tagout and the existence of machine guarding or fall protection measures to control workplace risks. It also helps verify if training was provided on the proper use of new or modified equipment and if potential risks that may arise from use of new equipment are mitigated.

Staff

The PSUA/PSSR checks if the organisation provides employee training on safe operating procedures such as using PPE, handling of chemicals and hazardous substances.
